Charlotte Rutherford attended Jefferson High School in Portland, where she excelled academically. She later attended the University of Washington and Portland State University for undergraduate school and was a student in PSU's Black Studies program. She went on to receive her JD from Howard University and her LLM from Georgetown University.

She was selected as a finalist for the National Achievement Scholarship Program at Jefferson High School.
